Followed strict priority rule which admitted no legislation of names.
- Was a reaction to " Kew Rule" : idea that the oldest name within a genus had priority over the oldest species epithet. e.g. if a species were transferred to a new genus, the specific epithet did not follow it. If the species had already been named in that genus, then it became the name. If there was no name already given in the new genus, could give it a new name.
- Tautonyms were O.K. , e.g. Ratus ratus
No nomina conservanda--conserved names.
